What permission is actually needed

The roads on the Cluster estates are frequently unadopted, which means they are maintained by a management company rather than the council — and the company sets the rules about what may drive on them and where it may stand.

Some have barriers, some have resident permit schemes, and several have restrictions on vehicle weight because the estate pays for the road surface.

None of this is obstructive. It is simply a different party to ask, and the answer is usually yes when it is asked in advance.
